Hereby please be informed that the Ministry of Economy of the Republic of Serbia published on 19 March 2020 Instructions for Business Entities Regarding the Procedure of Issuing Permits for Movement between 8 p.m. and 5 a.m. (file number 023-00-188/2020-09).
Pursuant to the Ordinance on Restriction and Prohibition of Movement of Persons on the Territory of the Republic of Serbia (“Official Gazette of the RS”, No. 34/2020) permits for movement between 8 p.m. and 5 a.m. (hereinafter: “Permit”) are issued by the Ministry of Interior.
The application for issuing Permits is submitted on the form prescribed by the Ministry of Interior, electronically through the Ministry of Economy, to the email address: vanrednostanje@privreda.gov.rs.
Public companies and business entities performing activities of general interest, founded by the Republic of Serbia, submit the application through the Ministry of Economy to the email address: javna.preduzeca@privreda.gov.rs.
Public companies and business entities performing activities of general interest, founded by units of local self-government, submit the application through the Ministry of Public Administration and Local Self-Government to the e-mail address: lokalna.samouprava@mduls.gov.rs.

If the Permit is requested for persons 65 years of age or older, the application must be submitted in a separate, specific table with additional explanation of the reasons for their work engagement. The applicant for the issuance of Permits for persons 65 years of age or older assumes full responsibility for the possible consequences of their engagement.
The employer is obliged to issue to each employee on the list for issuance of the Permit a work order for each individual exit, in the period from 8 p.m. to 5 a.m. Individual work orders are issued on a daily basis on the memorandum of the business entity, signed by the responsible person and contain the following information:
− name and surname;
− personal identification number;
− date and time (from / to) of the employee’s engagement, i.e. when his/her movement is necessary; as well as
− reasons justifying the need for movement.
Legal (statutory) representatives and entrepreneurs (or managers entrusted with management) are personally, substantively and criminally liable for the authenticity and accuracy of the composed and submitted lists of employees and work orders.
